[Populace] DE State parks giving away passes to veterans

The Red Hat Society demo got me looking at the State Parks website, and I 
came across this information:

A free one-year state park pass is available for Delaware’s Operation 
Iraqi Freedom or Operation Enduring Freedom veterans. HB 326, which was 
initiated by the General Assembly and passed in June, authorizes the 
Division of Parks and Recreation to issue a free annual pass to any 
resident who served in Iraq for at least 90 consecutive days and has been 
honorably discharged.
