[Populace] Shire Meeting and Elections

Joscelyn asked a very good question, so I am posting it to the list in case
others have the same question:

According to the By-Laws, someone else may bring your "proxy" (absentee)
ballot to the meeting for you if you cannot attend.  Your name must be
written on the ballot and attached must be a copy of both your blue
membership card (or recent pikestaff), and proof of residency (drivers
license, utility bill, etc.).
