First, my apologies* to a point* for inadvertently creating such a stir in
regards to names on PROXY ballots.  The By-Laws do state that in regards to
the PROXY ballots, the name can be be ON THE BALLOT OR ATTACHED TO IT, and I
felt that having the names on the PROXY ballots was just easier.   In an
effort to increase the membership to vote, I have been encouraging PROXY
ballots, and so my intention was to make sure that all PROXY ballots that
were received were valid (paid members and residents of the Shire) and not
invalidated and therefore unable to be counted because they came in
unidentified, and as Marietta said,  to make sure that non-members and
non-residents do not try to vote and just to make sure all is on the up and
up.   End of story. Nothing more, nothing less.

So, here's the deal...if you are sending in a PROXY ballot by means of a
third party, meaning you will NOT be present to vote, please put your actual
ballot inside an envelope and seal it.  Then staple to the envelope the copy
of your proof of membership and residency. If two individuals put two
ballots in an envelope and seal it, then two copies of "proofs" need to be
stapled to it.  The envelopes will be marked in some way that indicates the
"proofs" were validated, and therefore the ballots contained therein are
valid.

Of course, if you are mailing your ballot to me, then the envelope itself
will remain sealed til it is opened by the folks tallying the ballots who
will only confirm the "proofs" and then set aside the ballot to be counted.
