The Baroness is right about proxy ballots, they have always been accompanied 
by name and proof of membership; This whole "process" and "problem" has spun 
way out of proportion.
I think Her excellency's idea is a very reasonable way of dealing with this 
issue and she should be commended for thinking out a solution that is very 
reasonable.
