[Populace] Swamp Thynge (Take Two)

Lord Kael and Lady Susanna sent me a bid for Swamp Thynge on 12/31/06 and I
sent a notice out to the populace on 1/3  that it would be voted on at the
January Shire Meeting (at the time the location was to be determined).
However, I have noticed the email didn't appear anywhere (a long distance
server glitch??), so I am resending the notice that the vote will be taken.
As usual, a copy of the bid will be available for attendees.  However, as
this is a long ongoing event, expenses are standard and predictable.
